Project Summary: Analyze loss data by geographic area to determine appropriate geographic rating areas for Colorado

Background: The purpose of the project is to analyze loss experience for the 2014 geographic rating areas, and determine if revised geographic rating areas should be used in 2015.

Objective: Study the geographic rating areas used to price health insurance policies in the state.

Data Analyzed: 2009-2013 historic file of Commercial, claims data

Results: DOI revised the geographic rating areas for 2014.  The number of rating areas in the state was reduced from 11 to 9.  In addition, DOI can use the data and analysis from this study as the building block for future monitoring of the Colorado health care system.


Project Summary: Analyze insurance claim trends to determine appropriate health insurance rates

Category: Health Insurance Rate Setting

Background: As part of the oversight of the insurance industry, DOI must evaluate new health insurance plans and rates. The data and resulting report from this analysis can be used in conjunction with rate review of individual, small group and large group rate filings.

Objective: Analysis of medical trends in Colorado and determine the appropriate average trend to be used by insurance carriers in their 2015 rate filings.

Data Analyzed: 2009-2013 historic file of Commercial claims data

Results: A baseline report was created.  Subsequent reports will be more useful as more post-ACA data is included in the APCD.  In addition, DOI can use the data and analysis from this study as the building block for future monitoring of the Colorado health care system.
